Description : The Director will support the COO in facilitating a strategic, focused, effective, collaborative and outcomes-oriented department. S/he will drive forward the development and implementation of an integrated plan for the department as well as work closely with each functional lead to develop and implement strategic plans and goals for each unit. In addition, the Director will act as portfolio manager for the areas of governance in which the COO and her teams are engaged and will work closely with leaders in other operational and programmatic areas across the organization. S/he will have oversight of departmental budgets. S/he will also develop, direct and execute special projects as commissioned by the COO – these may be cross-functional or specific. The Director will be joining the team at an exciting time and will be working closely with both the Strategy Unit and the President’s Office on delivery of Strategy 2020, as well as its successor 2020+.

Major Responsibilities:
• Support COO to strengthen relationships, collaboration and prioritization with IRC teams, serving as a key partner, relationship builder and leader within COO’s department and across the wider organization
• Lead department through integrated annual planning processes, both internally and with partners across the organization
• Independently plan, communicate and execute key Ops & Strategy projects and initiatives from inception to completion
• Ensure that team processes are aligned with the organization, and that the team is participating appropriately and effectively in organization-wide efforts, particularly governance structures
• Drive forward processes to ensure smooth completion of team products, and hold members of the team to account on deliverables as identified by the COO
• Develop and manage special projects
• Initiate effective practices and guidelines to ensure optimization of resources, coordinating and supporting the COO on all Ops & Strategy budgets
• Create and run rhythm of the business – the regular meetings, decisions, and priority setting processes required to bring coherence and coordination to a multi-function global department
• Establish and maintain close working connections with field colleagues to ensure that we are applying a field perspective in everything that we do
• Design and where needed, facilitate team offsites
• Direct and manage effective and lean coordinating mechanisms to drive toward greater performance, focused prioritization and open transparent communication
• Lead team through the budget process, including 3-year planning cycle, fully integrated planning, and ensure that spending is consistent with identified team goals
• Work closely with the President’s Office to ensure progress against Delivery Letter and QSR targets
• Support the COO to create and maintain a results-driven, action-oriented and empowering culture where generosity, ideas, professional growth and humor flourish
• Develop and direct strategies to support positive change management and harness the depth of knowledge and experience of the teams to champion new ways of working together
• Advance and assure consistent production and maintenance of team communications mechanisms as well as the department’s communication out to the wider organization i.e. RescueNet
• Drive forward effective participation and support of governance
• Work with the Strategy Unit on Strategy 2020 delivery as well as any Quarterly Strategy Review deep dives that pertain to the department projects or targets
Requirements : Education:
• Graduate degree in related fields such as Public Affairs, Communications, Organizational Planning or the equivalent
Work Experience:
• 8-10 years’ work experience in relevant roles, including experience managing cross-disciplinary processes
• Experience in organizational strategic planning, problem solving, operations and performance management in complex but low resource organizations
• Multi-sector, global advisory or consulting firm experience is highly desirable
• IRC international field experience or the close equivalent is expected
Demonstrated Skills and Competencies:
• Management consulting, business strategy or equivalent skills, preferably with pre-existing knowledge or experience in humanitarian/development/nonprofit sector
• Well-honed problem-solving skills
• An absolute ability to work successfully under deadlines and within an ever changing and evolving setting
• Extensive knowledge of change management and organizational development approaches and practices
• Aptitude for and interest in providing creative means of training and developing staff in organizational systems and procedures
• Demonstrated ability to successfully work in a fast-paced environment, within and across departments/functions and develop positive relationships with locally and remote based staff
• Core competencies in strategic planning, business performance measurement/management, portfolio management and lean business process development
• Strong analytic skills and fluency in financial management
• Rigorous and critical thinker, able to ask probing clear questions and drive toward solutions quickly
• Predisposition toward simple and practical solutions
• Strong interpersonal skills, collegial and collaborative, high energy, positive and creative leader
• Excellent oral and written communication skills
• Experience in international contexts and other languages than English preferred
• Demonstrates high level Project Management experience
• Strong Microsoft Office skills and experience with organizational information and financial systems needed

Working Environment:
• Standard office environment
• Some global travel may be required
