Position Summary:



Reports into the Sr. Dir. of Sourcing of the Supply Chain Sourcing team at Johns Hopkins Health System (JHHS). This position is responsible for leading, managing, transforming and developing the clinical, non-clinical and purchased services contract portfolio for JHHS. This includes creating and executing against a contracting strategy and leading, managing and developing a team of sourcing leads across clinical products/supplies, physician preference items, non clinical items and purchased services. As such, the Asst. Dir. Contracting oversees day to day contracting activities such as the monitoring of contract performance, the development, evaluation and management of vendor relationships, the drafting and negotiating of contracts, the building of relationships with JHHS stakeholders and the implementation of contracts with end users. In addition, in collaboration with the Analytics and Value Analysis team, the Asst. Dir. Contracting oversees benchmarking activities, the reviewing of industry best practice and other initiatives to achieve cost savings and increase quality. The process of leading and developing a contract portfolio for clinical departments and for non-clinical items and purchased services should at all times be aligned with the vision for the future of Supply Chain, namely, sourcing the best quality products at the best price, treating customers with service orientation and focusing on supply chain excellence internally.
Requirements : Competencies:

Education:
A relevant bachelor’s degree is required (e.g. business, supply chain). A Master’s degree or equivalent experience is preferred

Knowledge: The role requires a deep understanding of Supply Chain functions, including, but not limited to, knowledge of GPO and local contract sourcing as well as related procedures pertaining to materials management and purchasing. Extensive knowledge of supply chain contract management, contracting strategies and contract management across clinical departments as well as non-clinical and purchased services sourcing. Knowledge of strategic sourcing including analyzing spend, benchmarking, reviewing industry best practice and achieving cost reduction whilst maintaining or improving quality. Supply chain experience in a health care setting is required.

• Ability to develop and execute against a contract strategy for JHHS clinical departments as well as non-clinical and purchased services sourcing in line with JHHS Supply Chain’s strategic vision of sourcing the best quality products at the best price, treating customers with service orientation and focusing on supply chain excellence internally
• Ability to oversight and management for the sourcing team, working at system level, and ability to build high performing teams and coach and develop staff
• Ability to scan the market, seek out beneficial contract opportunities across a range of sourcing areas and lead a team to execute against these opportunities
• Ability to adapt to change
• Exceptional relationship building, interpersonal and communication skills
• Ability to leverage deep analytical skills to inform sourcing/contracting strategies (e.g. benchmarking, industry/market analysis and spend analysis)
• Ability to develop and maintain strong vendor relationships
• Track record of identifying and implementing cost reduction and quality improvement initiatives across clinical departments and non-clinical and purchased service sourcing (e.g. pricing, standardization and utilization)
• Ability to work in cross-functional teams (e.g. value analysis teams, physicians and clinical staff and administration support staff)
• Ability to manage internal customer and supplier relationships to ensure successful contract implementation and operational effectiveness
• Ability to create strategic business plans for various contract categories

Work Experience:
Minimum of 8 years in strategic sourcing, purchasing / contracting field. Experience in a health care setting is required

Microsoft office (especially Excel and Microsoft Word), benchmarking tools, and ERP applications

Uses resources within control. Promotes and achieves savings opportunities to assure budget reductions whilst maintaining or increasing quality

Authority/Decision Making Level:
Ability to make contracting decisions for a variety of clinical departments. Will seek input from Sr. Dir. of Sourcing and other key stakeholders for high value, strategic contracts

Supervisory Responsibility:
Manages team of sourcing leads including hiring, firing, promotion and salary increases. Responsible for ensuring team cohesiveness and capability development

Problem Solving:
Responsibility to develop and maintain a competitive contracting portfolio which allows JHHS to source the best products at the best price and relating activities such as benchmarking and other forms of analytics.

Information Management:
Utilize data and reports obtained from various systems to develop or supplement reporting in support of sourcing activities, such as analysis, decision making and management/stakeholder presentations.

Working Conditions:
Works in a normal office environment where there are few physical discomforts due to temperature, noise, dust, etc.

Experience above and beyond the work experience requirement will be considered in lieu of degree on a 2 years of experience for 1 year of education basis
