Under general direction, perform work of considerable difficulty in preparing, analyzing and monitoring budgets, rate modeling and long range financial plans for the financial control of the District

Examples of Duties:
• Essential Functions: Coordinate the preparation of the annual operating budget and capital improvement program for the District
• coordinate development of annual Budget Book Submission to the Government Finance Officers Association's Outstanding Budget Award Program
• compile data base on statistical studies and analyses of past and current years for preparation of budgets and financial plans
• determine budget format
• review operations to analyze trends affecting budget needs
• consult with department directors regarding financial requirements
• prepares annual overhead study based on budgeted expenses allocated to operating departments to determine cost of providing services
• perform engineering fee study
• user charge, rate modeling prepares presentations for the Board of Trustees, executive staff and financial plans
• review and monitor spending levels
• prepare revenue forecasts and estimates of appropriation requirements
• provide training to District personnel.
• Act as rating consultant for Financial Analyst and Budget Associate.
• Additional Responsibilities: Perform related work as required or as delegated by supervisor.
Requirements : Minimum Qualifications:
• Training and Experience: Bachelor's degree from a recognized college or university with major course work in finance or accounting, and six years of progressively responsible experience in financial management.
• Desirable Knowledge, Skills and Abilities: Thorough knowledge of the principles and practices of modern financial management; considerable knowledge of the methods and techniques of budget preparation, analysis and administration: considerable knowledge of automated business systems such as accounting, user charge billing, payroll, etc.; considerable skill in organizing and controlling the operating budget process; considerable skill in analyzing fiscal problems and making appropriate recommendations; considerable skill in analyzing, interpreting and preparing financial documents and reports; considerable skill in the use of personal computers; considerable skill in expressing oneself clearly and concisely both in oral and written form; considerable skill in establishing and maintaining effective working relationships with officials, department heads and others.
