Overview of CHAI's Vaccines Program
Immunization is one of the most successful public health interventions in history. National immunization programs reach >100 million infants every year and have, across the globe, averted more than two million deaths every year since the launch of the Expanded Program for Immunization (EPI).

However, despite these successes, 1.5 million children still die each year of vaccine-preventable diseases. Many of these are in low-income countries, where immunization programs face unprecedented challenges in accessing vaccines and ensuring they reach all targeted children. On the bright side, great advances in the development and financing of new vaccines provides great opportunities to tackle new diseases through vaccine prevention.

Since 2010, the Clinton Health Access Initiative (CHAI) has worked to save lives and reduce the burden from vaccine preventable diseases by improving access to immunization services in resource-limited settings. CHAI does this by strengthening national immunization programs at the country level, and then leveraging that experience to improve the global immunization ecosystem.
For example, CHAI helped 9 countries successfully rollout PCV and Rota vaccines, which target leading cause of under-five mortality, thereby averting 157,000 deaths per year. CHAI supported 8 countries develop and implement a cold chain optimization plan so that ~100% of vaccine storage sites have sufficient capacity to meet their 2020 needs compared to only ~65% when CHAI started.

Going forward, CHAI is pursuing six complementary strategic goals:
• Improving affordability and supply security of immunization products;
• Accelerating the uptake of new or under-utilized vaccines;
• Enhancing the performance of vaccine cold chain and logistics systems to increase effective immunization coverage;
• Improving the design and implementation of service delivery to reach the unreached;
• Supporting successful transition from Gavi support; and
• Strengthening the management system and capacity of immunization programs.

CHAI's Global Vaccines Delivery program focuses on the goals #2-6. It closely supports the national immunization programs in 12 focus countries - Cameroon, Ethiopia, India, Indonesia, Kenya, Lao PDR, Lesotho, Nigeria, Papua New Guinea, Tanzania, Uganda and Vietnam - and also engages with global stakeholders such as Gavi, WHO and UNICEF to inform global policies and practices.

Overview of Associate Director Position
CHAI’s vaccine program has been growing significantly in size and complexity, thus calling for the creation of the new position of Associate Director. The Associate Director will join the senior management team of CHAI’s global vaccines delivery program, including the Senior Director and the Director of Country Support.
The Associate Director will divide time between the Senior Director the day-to-day leadership and management support of the 5 technical teams, namely for cold chain, supply chain, new vaccine introductions and service delivery, Gavi transition, and management system & capacity (each headed by a technical manager) and the operations and finance support team (headed by an operations & finance manager). The team of Regional Managers reports to the Director of Country Support.
A large focus of the Associate Director will be on the subset of the program that will be under their primary oversight (referred below as ‘area of focus’), but will also include other strategic initiatives for the program success as determined by the Senior Director.

Base location is flexible, with a strong preference for one of CHAI’s Vaccine Program focus countries in Africa or Asia, pursuant to CHAI country team leadership approval. Significant travel (~35%) is expected with this role.

1) Develop the CHAI's Global Vaccines Delivery Program, primarily in the area of focus
• Develop or update CHAI’s programmatic strategy in order to ensure powerful impact on immunization outcomes and the underlying health systems, both at the global level and also customized to each focal country. The associate director will concentrate in his/her focus area with the relevant technical managers but also ensure the overall program strategy is cohesive and effective to achieve the overall program goals.
• In collaboration with country leadership as well as technical & regional managers, support fundraising and grant development in line with CHAI’s strategy, model, and capabilities, both at country and global level.
2) Provide leadership and management support to CHAI’s Global Vaccines Delivery Team in the area of focus
• Manage the managers in the areas of focus (technical and operations) ensuring effective priority setting, delegation, development and engagement. Provide direct support to technical or operations teams when required—e.g., due to bandwidth gaps or to the complexity of an issue.
• In collaboration with the relevant regional and technical managers, regularly assess progress against (interim) objectives, identify risks, and facilitate resolution of issues to maximize the impact of the program in the area of focus
• In collaboration with the relevant technical managers and the senior director, cultivate strong relationships with key external stakeholders (e.g., Gavi, BMGF, WHO, UNICEF) in order to share CHAI’s program strategy and results and to influence global policies and practices
3) As one of 3 members of the senior management team, contribute to decision-making and management of the global vaccines delivery program
• Develop and drive implementation of initiatives to improve the effectiveness of the global vaccine program and its team, notably in the context of a much increased size and complexity.
• Ensure smooth and effective collaboration across the global vaccines team, notably across technical teams and between technical and regional managers, as well as with other relevant global teams (e.g., vaccines markets, health financing, global health sciences). Meanwhile, the engagement with country team management is primarily covered by regional managers under the director of country support.
• Contribute to the general management of the global vaccines team, notably regarding global budget and staffing.
Other responsibilities as needed.
Requirements : Qualifications
• Bachelor's degree (Masters-level or above preferred) in a relevant field
• Minimum 10 years of work experience in a fast-paced, demanding environment
• Excellent team management and development skills with a good eye for people development/coaching of managers
• Ability to work collaboratively as part of a management team, ideally in the context of a growing or fast-changing team and/or a team with several management
• Excellent strategic thinker with the ability to design and drive effective strategies across various complex and ambiguous (country) settings
• Excellent problem-solving and analytical skills
• Excellent interpersonal and communication skills, with ability to work effectively in a multicultural and often remote environment
• Strong project management skills, ability to work effectively in a high-pressure environment with high level of ambiguity and unstructured problems
• Entrepreneurial and result-oriented mindset, including ability to self-motivate, and propose and drive implementation of new initiatives
• Strong commitment to CHAI’s and the team’s mission
• Ability to travel extensively (~35% of time) to focus countries and other locations as needed

• Experience developing and executing multi-year strategy in resource-limited setting
• Extensive knowledge of public health systems in developing countries
• Experience working with government in developing countries, notably in Sub-Saharan Africa and with global development partners
• Experience operating in a larger team with several management tiers and significant cross-functional collaboration
• Professional proficiency in a second language of a vaccine program country (e.g., French)
