Description : UCLA IoES is seeking a senior analyst who has the desire to conduct research and analysis for real-world problems with an agenda aimed at promoting sustainable use of ocean resources for economic growth and improved livelihoods. Funded by the Waitt Foundation, this position supports the UCLA Blue Prosperity program by engaging coastal states to implement marine spatial planning to advance ocean protection and sustainable development of their blue economies. The holistic blue economy approach requires a clear understanding of the various economic activities in marine and coastal areas, their physical as well as economic interactions and interdependencies, and innovative approaches to help guide the alignments and trade-offs between these activities. The senior analyst will serve as a consultant, leading interdisciplinary projects to identify strategic growth opportunities and activities in developing coastal states, and provide guidance directly to government agencies. The primary function of the senior analyst is to provide business development recommendations, to generate innovative approaches, and provide strategic guidance to governments and businesses in small island states in order to develop traditional and emerging activities in a sustainable manner. Projects include, but not be limited to, decision tradeoff analysis, business plan development, alternative livelihood planning, and financial forecasting. The emphasis of the research will be placed on strategy and process building, as opposed to implementation or execution of the recommendations.
Anticipated projects could include, but not limited to:
• Cost benefit analysis of expanding the aquaculture industry; • Identification of alternative livelihoods for displaced fishermen and roadmap for how to complete that transition (training needs, business plans, etc.); • Drafting a framework for a sustainable finance system for monitoring and management of a marine protected area; or
• Calculating the payback period of investment in a new fish processing facility or airport.
• Identification of ecotourism benefits towards tourism revenue.
The senior analyst will:
• Lead projects by working in close collaboration and coordination with other UCLA researchers;
• Supervise MBA candidates contributing to the portfolio of research.
• Communicate directly with a variety of stakeholders including high-level government officials, small business owners and non-profit organizations. Due to the work being responsive to governments’ needs, expect a dynamic and applied portfolio of work, with individual projects being executed over months, not years.
Requirements : Key attributes that will allow a candidate to succeed and thrive:
• Clear communication skills, written and verbal, with deep knowledge of quantitative analysis tools;
• Demonstrated experience consulting for governments or public private partnerships;
• Ability to develop solutions in a timely manner that align with government decision-making;
• Experience working in public sector financial planning;
• A flexible nature as projects are subject to shifting due to a variety of factors, including weather, government decision-making, scheduling, etc.; and
• Entrepreneurial mindset with a propensity for creative thinking and problem solving in data-poor conditions.
The ideal candidate will possess a graduate degree (MBA or PhD) and have experience working in developing countries on interdisciplinary teams. Though not required, a strong preference will be given to candidates who have worked with or for blue economy industries such as fishing, shipping,
renewable energy, and tourism. The position will be based in Los Angeles but require travel to foreign countries multiple times a year, which may include extended stays (3 weeks).
The position is a one-year contract with likely renewal for two additional years based on performance. Generous UC benefits (health insurance, retirement, paid leave) provided.
